RE: Duty-Free Liquids whilst in transit at Beijing
I took flight from Ulaanbaatar to Singapore and transited via Beijing Capital International Airport on 18 Jun 2017.
I bought a duty-free carry on size liquid that is sealed in an ICAO approved STEB (Security Tamper-Evident Bag) together with proof of purchase (receipt inside the STEB) at the Ulaanbaatar airport after consulted the salesman with my stopover and destination flight tickets.
At the transit/ transfer airport security check within the same terminal at the Beijing Capital International Airport, the security officer seized the item in claiming that I was not allowed to carry this item even it is abided to the international standard. She claimed that this is a new rule that releases two months ago which is unknown to others. I needed to exit and re-enter the customs checkpoint that would take more than an hour in order to retrieve this item by hand. In this case, I would miss my connecting international flight that scheduled to fly in half an hour time. With no alternative, I left the item under temporary deposit for 30 days till 17 July 2017.
Upon my return, a search is made as below:
Instructions of Security Check (http://en.bcia.com.cn/server/notice/safe.shtml) –
2.…Duty-free liquids carried in hand luggage of travellers transfer from international and regional flights to domestic flights through the same airport controlled area must meet the following three requirements: with receipt or invoice, put in a transparent, sealed and intact plastic bag, subject to security check. If the traveller leaves the airport controlled area during flight transfer, the duty-free liquids must be put in checked luggage.
4. Liquids purchased or acquired in airport controlled area or aircraft can be in hand luggage before the traveller leave the airport controlled area.
Issues concerning taking liquid articles on international and regional flights –
4. The articles bought in the duty-free shops in the waiting building or on the plane should be placed in a transparent plastic bag which is not to be unsealed. Passengers are required to keep the shopping voucher for possible inspection. Those buying duty-free liquid articles should give heed to the following tips:
Transfer passengers should not open such a sealed plastic bag that contains duty-free liquid articles; otherwise, it may be refused to board the next flight. Please keep the shopping voucher well; otherwise, it may be refused from boarding the next flight.”
Furthermore, the latest notice was posted on 15 Aug 2015 with no mentioned of the above issue.
Since I have abided to the limit and legal as stated, please return the duty-free item as sealed. It is currently temporary deposited at the Passenger Service Centre. My receipt of temporarily deposited items number is 0004490.
Thank you.
Yours sincerely,
Mooi Tai
I want to take this opportunity to launch a formal complaint about the incident that happened to me on checking in counter (A3 counter) at Beijing International Airport around at 2349 hrs on 21st of June 2017. I had purchased my air ticket (to Allama Iqbal International Airport Lahore, Pakistan from Beijing international Airport) through my travel agent in Pakistan. As I approached the check in counter I weighed my luggage complete luggage to check the correctness of weight. After this, the lady present there at counter asked me to put the luggage on the weighing belt. After weighing it, she placed a sticking tag around the luggage and forwarded it for boarding in plane. Suddenly she checked my passport again (even after printing my boarding pass) before giving me the boarding pass and pointed out that I don’t have Sri Lankan transit visa. I told her that I wasn’t informed by travel agent that I need a transit visa of Sri Lanka too. She then refused me the boarding pass, which was logical. But when I asked her to return my luggage also, she plainly refused that she hasn’t collected any of my luggage. Whereas I myself saw it tagged by her and forwarded on conveyor belt. I am attaching the picture of luggage also. My claim can even be verified from the camera footage of the airport and counter. I would request you to enlist my formal complaint against the counter attendant lady for not only depriving me of my luggage but also for her later behavior. I am a student and have been flying since many years at least twice a year but have never seen such unprofessional handling as well as impolite behavior of any attendant.
Now I am flying again through Pakistan International Airlines on 26th June 2017 to Pakistan with an expectation and hope that I will be handed back with my luggage by Sri Lankan airlines before that.
I will be looking forward to your reply at earliest.
With profound regards,
To Whom It May Concern:
Thank you for your email. Also, I lost $2,000.00 US dollars in my luggage. When I returned to US, I put $5.000.00 in a envelope in my check-in luggage and I only found $3,000.00 there when I get home. My luggages were only scanned one time in Beijing airport in my trip. Please investigate it.
Thank you,
Xiaoli Zhang
