About Periscope
Periscope is a popular live streaming app released in 2015. Developed by Kayvon Beykpour and Joe Bernstein, the app crossed more than 200 million streams by 2016. Periscope is currently owned and operated by Twitter. It is available for iOS and Android platforms. On the homepage, viewers can discover popular live video streams from around the world. Some of the featured channels include Mission: Space, Gaming, Hoop Streams, News, Food, Music and Travel.
With Periscope, users can live stream everything happening around them for viewers in any part of the world. The social media app allows users to instantly share the videos to Twitter and other social media platforms as well. If you have missed a stream, you can catch the highlights after the event.
Publishers can broadcast via the camera of their smartphone. They can enter a title, select the audience they want to share the broadcast, manage location settings and limit chat. Note that by creating a private broadcast, only those invited will be able to see the streaming. If it is a public broadcast, a push notification is sent to followers inviting them to catch the action live. Periscope’s content policy does not allow users to post content that depicts pornography, violence, promote suicide or furthers illegal activity.

I was trying to use the Periscope app today and it keeps telling me that my account has been disabled. When I followed the link for help it takes me to the Twitter help center they tell me that my account is not disabled so it won’t let me get any help. I’m not sure how to resolve this issue and I enjoy using the Periscope app.
I am writing for the second time this week regarding broadcaster @viciousnewsnetwork (for broadcasting news and current events) and @viciouskynd (personal account) being suspended.
There are periscope broadcasters who are being targeted and harassed. People are abusing the Report feature on periscope to mass report an account knowing that periscope doesn’t review content for violations. They “crowd strike” broadcasters they don’t like by misusing this mechanism, and periscope is complicit in their behavior.
In the instance of @viciousnewsnetwork @viciouskynd there has been well-known, constant, unwanted and willful harassment of this broadcaster both on and off of periscope. The attempts to bully, intimidate, threaten, harass, cause financial distress, alarm and annoy have been egregious, blatant and openly discussed on periscope where admins could easily have verified the continuing pattern has been occurring on this platform.
Rather than taking action to stop the harassment and bullying, Periscope has chosen to participate in it by punishing the victim by taking their channel down.
There has been repeated unwanted contact by multiple means of communication, the release of personal, embarrassing and false information for the purpose of intimidation. There has been lewd and obscene communication, all of which has caused reasonable fear of bodily injury, emotional distress and mental anguish.
The Twitter/Periscope Terms of Service confirms that Twitter/Periscope operates in the State of California and falls under the laws of California. California also has Stalking & Cyberstalking Laws, California Penal Code Section 646.9

I expect that periscope will look into this matter further and take measures to protect its broadcasters from targeted harassment. Also, periscope should take care to end its process of punishing victims of cyberbullying, immediately restore @viciousnewsnetwork @viciouskynd and not allow the crowd strike reporting to happen again.
