How to place a consumer complaint?
Is the price of the good you purchased overcharged? Was a product your purchased defective? Did not get the service for what your paid? Do you think you have been cheated? Then here is what you need to do. Locate a district forum here and file a complaint against the company/service provider you think has scammed, tricked or victimised you. As you place a complaint, you are also required to provide supporting documents, whether it is a cash memo, receipt or agreement. Along with this you also need to give a minimal fee in the form of postal order or demand draft.

The fee depends on the amount of compensation claimed. Rs 100 is charged when claiming a compensation of upto  Rs 1,00,000. A complaint can be placed with district forum only if compensation does not exceed Rs 20 lakhs. In case of appeal, the complainant must submit a memorandum to the State Commission. A memorandum of appeal should be accompanied by the certified copy of the order of the District Forum. The filing timings are from 10.00 a.m. to 4.30 p.m. Kindly note that the documents being submitted should be filed in English only.

About Consumer Court/Forum
National Consumer Disputes Redressal Commission was established in the year 1988. It was set up to provide speedy redressal to consumer disputes. The Commission is headed by a sitting or retired Judge of the Supreme Court of India. Currently there are about 604 District Forums and 34 State Commissions. The forums were established following the Parliament passing Consumer Protection Act, 1986.

The Consumer Protection Act spells out the rights and protection of consumers in India. It covers both ‘goods’ as well as ‘services’. While goods can be described as those manufactured or sold by wholesalers and retailers, services can contain those of insurance, housing, telephone, electricity, hospital or banking. Consumers will have to pay a nominal fee while placing a complaint or petition. If not satisfied with a district forum, a consumer can appeal to the state commission and later to the national commission. The National Consumer Disputes Redressal Commission is headquartered in Delhi. As of August 2011, some 3627202 were filed since inception. About 70,787 cases were filed in the National Commission, 54,46,134 in State Commissions and 30,10,281 in District Forums. About 89% of the cases have been disposed. Currently there are about 3,63,860 cases pending.
