Obtaining a birth certificate from the concerned District Union Council where the childbirth had taken place is compulsory under Pakistan law. It is also the fundamental right of every Pakistan-born child – recognised either by national or international law.
It should be known that the birth certificate is also essential in ensuring the child can be registered for CRC or Child Registration Certificate offered by NADRA (National Database and Registration Authority). NADRA is a National Database Organisation that operates under the Government of Pakistan and was founded in the year 1998. Hence, the CRC is defined as a registration document that iss utilised to register minors who are under 18 years of age. The CRC is also known as the B-Form. One can obtain the CRC by offering documented proof of birth of the child along with the parents’ NIC (National Identity Card) details.
As of the current day, the Government of Pakistan only supports obtaining birth certificates offline through the local District Union Council where the birth had originally taken place. Hence, the process will be in-person and there are no provisions for online or by-post procedures for obtaining the same. Moreover, only computerised birth certificates will be provided and will thereby carry a lifetime validity for the concerned applicant.
Applying For Birth Certificate via District Union Council
To successfully apply for a birth certificate in Pakistan offline through the official government-aided District Union Council centres, follow the below-mentioned steps.
- Firstly, head over to the District Union Council centre where the birth had originally taken place.
- Then, proceed to obtain the birth certificate application from the Secretary of the District Union Council office.
- Start filling up the details in the form, such as the name of the person, the name of the parent(s), the date as well as the place of birth.
- Once done, attach the form with one attested photocopy of the parent’s identity card or CNIC (Computerized National Identity Card). It must be realised that if the parent(s) is educated, then the relevant school/college certificate will also be required. However, if the parent(s) is uneducated, then an affidavit certificate that has been attested by the Oath Commissioner on a 30 PKR (Pakistani Rupee) worth stamp paper will be required.
- Lastly, the application should be submitted to the Secretary of the District Union Council along with an amount of 100 PKR.
- It will take around 4-5 working days for the application to be approved. On successful verification, you’ll receive your birth certificate either at home or have to collect it from the concerned District Union Council centre.
Who Can Apply For Birth Certificate Through District Union Council?
For applying for a birth certificate, the priority will be given to the parent(s) of the child. Hence, the parent(s) have to appear in person when applying for a birth certificate.
In case the parent(s) of the child is unavailable, then the guardian or the first-blood relative of the newborn child will be eligible to apply for the birth certificate. However, for guardians to successfully apply for the birth certificate, a certified copy of the Court’s Guardian Certificate should have to be provided.
Additionally, in circumstances where the child has been adopted, then the Court’s Guardian Certificate should also be required. Furthermore, all information related to childbirth should be communicated to the concerned District Union Council within the first 60 days. However, for people who are recognised as overseas Pakistani citizens, the time limit is extended to a maximum of 180 days.
