How to Book Tickets
You can book tickets through the counters or self-service kiosks. The ticket counters are open from 6am to 11pm. You have daily tickets as well as weekly/monthly passes. If you want to skip the queues, book tickets through the website of Amtrak or their mobile application. Besides Amtrak, you have trains operated by NJ Transit, Long Island Railroad and Path.
As for cancellation, note that Amtrak allows you to cancel within 24 hours of purchase to receive full refund. All refunds are processed in the original mode of payment. Any reschedule within 24 hours of purchase as well does not incur fee. No unused tickets can be refunded or exchanged. If you hold a Saver Fare, Value Fare, Flexible Fare, Business Fare and Premium Fare ticket, you would be able to receive a refund if cancelled before the scheduled time. You can request cancellation online or by calling 1-800-USA-RAIL (1-800-872-7245).
For lost or missing baggage, you need to submit a lost item report with details such as travel date, departure-arrival stations, train number, email address, and a detailed description of the baggage. After that, you will receive a tracking number via email which will give you further updates.

I am a visitor to New York. I am amazed at how difficult it is to find any information about how to travel in New York by bus and/or train. For example:
1. How can I travel from by bus or train Laguardia Airport to Newark, NJ?
2. Do I need to travel via Penn Station first in order to get to all points in New Jersey?
3. Who do I call or contact to help me plan a route to get from point A to point B in NYC?
Please note, I have spent hours of my time online Googling literally dozens of NYC different transportation departments. Most of the time, I cannot connect with anyone, or nobody answers the phone, or the number I am calling is frequently no longer a valid number. If you Google Transport Services for London at: https://tfl.gov.uk, you will see what I am talking about.
Why in god’s name does New York not have one HUB to contact, in order to plan a journey using NYC public transportation from point A to point B? Can somebody please help me understand why the NYC system is so fragmented and so difficult to understand?
