About Ministry of Labour & Employment
The Ministry of Labour and Employment in India was established in 1947 and is one of the oldest federal Ministries of the Government of India. Headquartered at New Delhi, the Ministry of Labour enforces employment standards such as minimum wages, hours of work, holidays etc, and formulates policies on labour and employment issues. It works with businesses, labour groups, workers, and other stakeholders to build productive workplaces. The ministry also is focused on safeguarding the interests of the deprived and disadvantaged, along with developing and coordinating vocational skill training. It protects and safeguards the interests of those in both organized and unorganized sectors. The mission statement on the website states it vies to “improve working conditions and the quality of life of workers through laying down and implementing policies, programmes and schemes for providing social security and welfare measures”.
The various sub organisations within the Ministry include the Central Board for Workers Education (CBWE), Chief Labour Commissioner (CLC), Directorate General of Employment (DGE), Directorate General of Mines Safety (DGMS), Employees State Insurance Scheme (ESIC), Employees Provident Fund Organisation (EPFO), India Labour Archives (ILA), Labour Bureau, and National Academy For Training And Research In Social Security (NATRASS). The various divisions within the Ministry of Labour and Employment consist of Administration, Budget, Career Management, Central Labour Service, Child and Women Labour, Coordination, Directorate General Labour Welfare, Finance Division, Industrial Relations, Media Cell, Parliament Unit, Planning, Vigilance Wage Board and Wage Cell. For public grievances, the federal Ministry had established a portal under the Department of Administrative Reforms And Public Grievances. The grievances are received through the website here as well as directly at its offices. In fact, the Labour Ministry is among the top 20 Ministries receiving highest number of grievances.
Matters concerning subjudice cases, RTI matters and personal and family disputes may not be submitted through the grievance redressal portal. The grievances received are sent to the Ministries/Departments concerned. If it is relating to state governments, the same will be forwarded to the concerned of that state. The time limit for redressal has been specified as 60 days. You can track the status of same online. Note that grievances can only be lodged by registered users.
In 2015, the Ministry had established the National Career Service, a project to connect employers and job seekers. The digital centralized portal helps job seekers use the platform to explore a wide range of career options. Registered users can also can locate any nearest career center, find skill provider, connect with a career counsellor and participate in job fairs and events.
